How would I connect my computer with a 15 pin monitor port to my TV with an S-video port?

The question says it all. I'm fairly certain there's a cable or converter but I've yet to find one online, so any links to such a product would be great.
And yes, I know the fact that my PC lacks an S-video port is a good indication my computer is ancient.

Liverpool is still a working port, but its commercial success was largely as a passenger port, a gateway to and from Ireland and America. As a passenger port, it suffered with the uptake of air travel and the decline of the ocean liner as a means of passenger transport. Now it only has limited passenger services to Ireland and the Isle of Man.
Freight shipping for the most part is better off going through the nearest accessible port. Liverpool is not accessible mostly because of its location. Most traffic would find Bristol more attractive, or Newcastle or Felixstowe.
Being a port is no guarantee of prosperity.

The Republic of Ireland has only 4 million people, and Northern Ireland only 1.5 million (and it is not the most accessible port for Northern Ireland, Fleetwood and Glasgow are better placed.) Therefore it would account for a tiny proportion of British trade.
The most direct route to the UK from the West is to Bristol, and from the South West is to Bristol or Plymouth. From the east, the North Sea ports are more accessible. Circumnavigation the British coastline is costly and unnecessary – it is an 8,000 mile round trip!
If you want to see the effect declining trade has had on the port at Liverpool, just drive down the Dock Road. It is still working, but at a fraction of its former capacity. Even passenger ships to Dublin are not permanent, and passengers are often diverted by road for the shorter trip from Holyhead.
