you can get the ATI X1600 or the 1650 in AGP 8X and you will have the DVI output you need.

im afraid you are unlucky as it is not a convertor it is a lead/adaptor a convertor is needed to change the anologue signal(vga) to digital(scart/hdmi) these convertor are available for around £50-£100 i would advise using a hdmi for better connectivity and future proofing your equipment rather than scart hope this helps

The ONLY GOOD monitor under 250$ will be this one here.
You can see it has over 1,000 reviews on newegg with 91% being 5 or 4 outta 5.
Its a fantastic monitor (I own 2 myself).
As I said within that price range you won't find anything else that large at this time yet unless you buy very poor brands, in which case you will be upset with your decision.
wat is the resolution on it?
I'm so damn confused… but it sounds like you need some sort of converter…. like a RGB to VGA box… if you're getting a LCD TV/Monitor for a xbox, just get one that has HDMI input.
