How can I convert an old Dell LCD 15 monitors into a monitor for TV use?

Well basically your monitor needs to have two or more different inputs at the back. I don't know if you've seen the back of an flatscreen TV but there is an av input with a red white and yellow dot used to connect to cable stallite or DVD, but there is also a computer sort of plug usually blue which is the VGA input. This allows you to use it as a monitor for your PC. The only way you can use it as a TV is if you have that input. otherwise if youre ready to spend some money you can buy a small LCD scren and it'll run a TV function as well as a computer monitor.
